Job Summary:

As part of SE Health’s strategic people-focused transformation journey, SE Health is embarking on an exciting journey to transform our Finance, HR, and Payroll operations with Workday integrated ERP Solution.
SE Health is currently seeking a Payroll Program Manager who will lead and execute the payroll transformation, ensuring alignment with SE Health’s strategic goals. This role will collaborate with the implementation partner, and drive project execution, governance, stakeholder engagement, and risk management. This role will be configuring, executing implementation activities, and taking on the on-going management of Workday Payroll module within our organization.
The Payroll Program Manager must have expertise in payroll implementations with a focus on Workday. In this role, you will work closely with internal stakeholders across Finance, HR, Business Transformation and other teams under the guidance of VP of Finance.

Job Responsibilities:

Project Leadership and Execution:

  • Work in collaboration with the implementation partner and the project manager, ensuring strategic alignment with SE Health’s objectives.
  • Act as the Subject Matter Expert for Payroll and oversee payroll system implementation including the configuration, testing, training and integration with the operational systems.
  • Lead redesign and optimization of payroll processes, in collaboration with Senior Payroll Manager, aligning them with best practices and Workday platform.
  • Identify and manage project dependencies including payroll standardization, system decommissioning and data retention.
  • Ensure a proper handover of deliverables and knowledge transfer to business owners post implementation.

Workday Payroll System Management:

  • Continuously assess and mitigate risks and issues within the payroll process, ensuring timely resolution through an ongoing, proactive approach to identify, address, and prevent potential challenges. 
  • Manage the daily operations of the Workday Payroll system, ensuring that its setup and configuration support payroll accuracy, maintain data integrity, and enable seamless integration with operational software, as well as other HR and finance modules.
  • Analyze payroll processes and identify opportunities for automation, streamlining workflows, and improving overall system performance to reduce errors and manual intervention.
  • Develop, update, and maintain comprehensive documentation of payroll processes, system configurations, and procedures to ensure consistency and clarity across teams.
  • Develop and implement payroll controls to ensure compliance with local and federal regulations. Monitor the effectiveness of these controls and address any gaps or inefficiencies.
  • Ensure the payroll system is configured to meet all tax withholding, benefit deductions, garnishments, and reporting requirements in compliance with applicable laws and regulations.
  • Align with HCM, Finance and IT Teams to ensure that any and all cross functional configuration changes are in compliance with SE Health Change Control Process and do not negatively impact payroll processing.

Stakeholder Engagement & Communication: 

  • Act as the primary liaison between the payroll team, the project team, other departments and leadership.
  • Provide regular project updates to the relevant stakeholders.
  • Review key project risks, issues, and decisions, ensuring transparency and alignment.
  • Collaborate with HR and communication teams to develop communication strategies to engage stakeholders.

Leadership:

  • Provide leadership and guidance to the Payroll Workday Analyst Lead
  • Establish priorities and provide training and coaching opportunities

Qualifications:

Education: Bachelor’s degree in finance, Human Resources, Computer Science, Information Technology, or a related field (or equivalent experience).

Experience:

  • Experience in leading implementation and/or transformation of Payroll, preferably in a large and/or complex organization.
  • Minimum of 3 years hands-on experience with Workday Payroll configuration, with a focus on Canadian payroll requirements; Configuring the organization’s payroll requirements, including pay groups, earnings, deductions, and tax rules.
  • Direct experience in Workday payroll post go-live support related to year end payroll processing including: T4 and T4a, ROE integration, Workday Semi-Annual release evaluation, application and testing.  
  • Experience in implementations and experience in active role in executing Workday implementation is desirable, not required
  • Hands-on experience configuring other Payroll solutions
  • Knowledge and experience with Workday US payroll configuration, processes and administrative would be an asset

Certifications:

  • Payroll Compliance Professional or payroll Leadership Professional designation required
  • Workday certifications (Finance, HCM, Payroll and, or specialisms of Workday functional areas) or Workday training or equivalent experience in HCM fundamentals, Business Process Configuration, Report Writing (advanced/matrix/composite reports), dashboards, EIBs, and related Workday features are definite asset.

Skills and Competencies:

  • Experience in hands on-Workday configuration. Any knowledge/exposure to Workday integration, reporting, and testing methodologies and tools would be an asset
  • Strong leadership, stakeholder engagement and cross functional team management skills
  • Strong understanding of compliance, regulatory and governance requirements in payroll operations
  • Excellent communication, problem solving and decision-making skills
