Job Summary
The Business Analysis Specialist owns business analysis standards, tools, and capability development as part of the PM/BA Centre of Excellence, ensuring consistent, high-quality business requirements and analysis practices across SE Health. This role designs and maintains the enterprise BA playbook, templates, and tools; leads the Business Analysis Community of Practice; and provides coaching and advisory support to Business Analysts and delivery teams across the organization. Operating as a Centre of Excellence advisor, the role enables delivery teams to apply the right level of analysis discipline while balancing enterprise consistency with practical flexibility.  The Business Analysis Specialist contributes to building the foundation for and advancing enterprise delivery maturity and capability, rather than performing day-to-day business analysis activities

Key Accountabilities

Enable Enterprise BA Standards, Templates & Tools 

  • Design, develop and maintain enterprise business analysis standards, templates, and tools aligned to SE Health delivery ways of working.
  • Create and refine practical playbooks and resources covering requirements elicitation, documentation, validation, and solution assessment that enable consistent, high-quality analysis execution across initiative types.
  • Establish quality standards and evaluation criteria for BA work products to ensure analysis artifacts support delivery outcomes and decision-making
  • Partner with the other Practice Leads to ensure BA standards integrate seamlessly with project management and change management practices

 

Business Analysis Community of Practice Leadership 

  • Design, launch and lead the Business Analysis Community of Practice (CoP), fostering consistency, knowledge sharing, and capability development.
  • Enable shared learning and practical alignment across Business Analysts working in different areas and delivery contexts.
  • Support BA community engagement, participation, and adoption of common practices.
  • Track CoP engagement and impact, adjusting format and content based on BA community needs and feedback.

 

Coaching & Advisory Support

  • Provide coaching and advisory support to Business Analysts and delivery teams on requirements, analysis approaches, and best practices.
  • Support teams working on moderate to high complexity initiatives on an as‑needed basis.
  • Strengthen BA practice credibility and effectiveness through practical guidance grounded in delivery experience.
     

Integration of BA Practices within Enterprise Delivery Framework

  • Support integration of business analysis practices within the broader enterprise delivery framework, ensuring alignment with project management and change management practices.
  • Enable consistency in how analysis is applied across a federated enterprise delivery framework, providing oversight on teams’ adherence without relying on direct authority.
  • Provide guidance to teams on applying the right level of analysis discipline based on initiative complexity, risk, and organizational maturity

 

Continuous Improvement of BA Practices

  • Collect and analyze delivery feedback, lessons learned, and BA practice performance data to continuously improve BA standards, tools, and playbooks
  • Conduct periodic maturity assessments of BA capability across the enterprise and identify targeted improvement opportunities
  • Adapt standards and tools pragmatically to improve usability and adoption
  • Contribute to enterprise capability uplift by evolving BA practice approaches over time.

 

Education:                     
Preferred field of study: Bachelor's degree in business, Information Systems, Health Administration, Management, or a related discipline.
 

Experience:

  • 6 - 8+ years of experience in business analysis, including complex project environments, with demonstrated experience:
  • Defining and managing requirements across an end to end delivery lifecycle
  • Working on cross functional or enterprise level initiatives involving multiple stakeholders, systems or business units (e.g., digital transformation, clinical process redesign, operational improvement)
  • Contributing to or working within a PMO / Centre of Excellence / structured delivery environment 
  • Supporting or mentoring other Business Analysts and working with Project Managers and delivery teams
  • Creating BA standards, templates, or playbooks (preferred)


Additional Skills/Abilities Required:

  • Strong expertise across the end‑to‑end business analysis lifecycle, including requirements, process analysis, and solution validation.
  • Demonstrated ability to define and apply consistent business analysis practices across complex delivery environments.
  • Proven coaching and advisory capability to support and mentor Business Analysts without direct authority.
  • Experience designing and leading communities of practice, professional development programs, or knowledge-sharing forums
  • Ability to create training curricula, deliver workshops, and build BA capability at scale across the enterprise
  • Experience contributing to or operating within a Centre of Excellence, PMO, or structured delivery environment where standards were defined or evolved 
  • Process improvement mindset with experience applying Lean, Six Sigma, or continuous improvement methodologies to enhance BA practice effectiveness 
  • Ability to assess BA work quality, evaluate capability maturity, and design improvement roadmaps
  • Demonstrated ability to drive adoption of standards and practices across federated teams without direct control
  • Ability to translate BA practice value into business outcomes for senior leadership communication
  • Strong communication and facilitation skills.
  • Ability to operate across multiple initiatives in a federated organization.

 

Certifications (Preferred)

  • PMI‑PBA (Professional in Business Analysis)
  • CBAP (Certified Business Analysis Professional) from IIBA
  • Agile / Scrum certifications (e.g., CSM, PMI‑ACP)
  • Lean Six Sigma (Green Belt or equivalent)

The total target compensation for this position is $72,000 - $91,000.
