JOB SUMMARY: 

The Project Manager Level 2 (L2), Enterprise Value Delivery is accountable for the end-to-end delivery of enterprise-priority projects, ensuring defined outcomes are achieved on time, within scope, and within approved budget.  The role leads day-to-day project execution, including integrated planning, tracking, governance, reporting, risk and dependency management, scope and change control, and financial oversight, while applying enterprise delivery standards and controls.  
This role leads large-scale enterprise-priority projects with significant cross-divisional dependencies, ensuring disciplined execution across planning, governance, risk and dependency management, and financial oversight.  The role also supports delivery excellence by mentoring developing Project Managers and business analysts, as applicable, by providing clear, reliable visibility into project status, risks, dependencies, financials, and decisions requiring escalation. 

JOB RESPONSIBILITIES:

Project Delivery

  • Lead end-to-end delivery of larger enterprise-priority projects, ensuring outcomes are achieved on time, within scope, and within approved budget.
  • Drive day-to-day execution across multiple workstreams, ensuring activities remain aligned to approved objectives, milestones, and expected outcomes.
  • Coordinate delivery across multiple business divisions, internal teams, and external partners to support integrated execution and sustained project momentum.
  • Resolve delivery matters within the project and escalate significant risks, decisions, or trade-offs in a timely manner.
     

Planning & Controls

  • Develop and maintain the integrated project plan, facilitate solution designs to define scope, milestones, sequencing, and critical path dependencies.
  • Maintain and adapt project plans as delivery progresses to reflect changing requirements, interdependencies, risks, and execution needs. 
  • Establish and maintain effective project controls to support delivery predictability across a larger and more complex project environment.
  • Ensure project scope, schedule, and delivery assumptions are clearly documented, maintained, and communicated throughout the lifecycle of the project.
     

Governance & Reporting

  • Run project-level governance and reporting routines, providing clear, decision-ready visibility into status, risks, dependencies, financials, and trade-offs.
  • Prepare concise and reliable updates for leaders and project governance forums to support timely decision-making and issue resolution.
  • Ensure project reporting remains accurate, current, and aligned to enterprise delivery standards and controls.
  • Escalate risks, decisions, or changes that exceed defined thresholds, while maintaining clear visibility into project health and delivery confidence.
     

Risk, Dependencies & Financial Management

  • Manage project-level risks, concerns, and interdependencies across multiple workstreams, business divisions, and external partners.
  • Maintain delivery control and predictability by managing RAID, enforcing scope and change control, and proactively addressing emerging delivery matters.
  • Own project financial management, including budgeting, forecasting, tracking, and variance management to ensure financial discipline.
  • Monitor larger budgets and tighter variance controls, and support benefit tracking where required for more complex enterprise-priority projects.
  • Proactively manage dependencies and delivery coordination with vendors and external partners where high integration is required.

 

Team Support & Delivery Excellence

  • Mentor developing Project Managers and directly manage business analysts to support consistent delivery practices and strengthen team capability. 
  • Reinforce disciplined application of project management standards, controls, and governance practices across the project team.
  • Promote high-quality execution by maintaining strong working relationships across delivery teams, business partners, and program leadership where applicable. 
  • Contribute to a culture of accountability, predictability, and continuous improvement within Enterprise Transformation Delivery.
     

QUALIFICATIONS:

  • Education: Bachelor’s degree in Business Administration, Health Administration, Project Management, Engineering, Operations Management, or a related field. Equivalent combinations of education and relevant experience will be considered.
  • Location Requirement: Must be based in Ontario and able to attend meetings at SE Health Markham office as needed
  • Minimum 8–10 years of experience in program delivery
  • Healthcare experience will be considered an asset

     


Additional Skills/Abilities Required:

  • Experience leading project delivery with high risk and cross-divisional dependencies.
  • Experience owning larger budgets, forecasting, tighter variance control, and benefit tracking.
  • Exposure to digital / technology delivery and operational change initiatives.
  • Proficiency in core project management disciplines, including RAID management.
  • Experience delivering larger-scale projects involving multiple divisions / regions and coordination with vendors / external partners.
