Position Summary:
The Data Scientist will develop and deploy machine learning solutions and business intelligence capabilities to support strategic workforce planning and operational decision-making across SE Health. This hands-on role focuses on building predictive models, automated analytics pipelines, and interactive dashboards to optimize workforce allocation, capacity planning, and resource management. The incumbent will lead end-to-end project delivery including requirements gathering, data engineering, model development, and production deployment using Python, Power BI, and cloud-based ML platforms. A key success criterion for the role is the ability to lead a data team across data engineering, business intelligence, report creation, requirements gathering, machine learning/data science, and deployment.

Core Responsibilities:
 

Workforce Planning & Analytics

As part of a team: 

  • Co-develop predictive models for workforce demand forecasting, capacity planning, and resource optimization
  • Co-develop machine learning solutions for resource planning, employee lifecycle analytics, and succession planning
  • Collaborate on creating workforce allocation algorithms to optimize staffing levels across service areas and geographic regions
  • Co-develop early warning systems for workforce shortages, turnover prediction, and skill gap identification

Machine Learning & Data Science Development 

  • Design, develop, and deploy production-ready ML models using Python (scikit-learn, TensorFlow, PyTorch)
  • Implement MLOps pipelines for model training, validation, deployment, and monitoring
  • Develop time series forecasting models (ARIMA, SARIMA, LSTM) for workforce and operational metrics
  • Build clustering and classification models for workforce segmentation and performance analysis
  • Create feature engineering pipelines and automated model retraining workflows
  • Implement A/B testing frameworks for model validation and business impact measurement

Business Intelligence & Visualization 

  • Develop interactive Power BI dashboards and reports for workforce planning stakeholders
  • Data storytelling via expert reports, Power BI reports and dashboards, in addition to presentations, to communicate complex analytics to non-technical audiences
  • Present data feasibility analysis results to the business; evaluate and present success/limitations of data science POCs; 
  • Build semantic layer and data models in Power BI; connect to ML results 
  • Design and implement KPI tracking systems for workforce metrics and operational performance

Requirements Gathering & Stakeholder Collaboration 

  • Lead requirements gathering sessions with Finance, HR, Operations, Research and Operations teams
  • Translate business needs into technical specifications and analytical solutions
  • Facilitate data discovery workshops to identify workforce planning use cases and success metrics
  • Facilitate requirements gathering meetings; co-create data specification documents
  • Collaborate with cross-functional teams to define KPIs and measurement frameworks
  • Present analytical findings and recommendations to executive leadership and operational teams

Technology Evaluation & Implementation 

  • Evaluate and implement ML platforms (Azure ML, vs in-house, custom Python-based solutions)
  • Assess and recommend workforce planning software and analytics tools
  • Design proof-of-concept solutions for emerging workforce analytics use cases
  • Stay current with workforce planning best practices and emerging analytics technologies


Required Qualifications:

  • Strong Python programming skills (pandas, numpy, scikit-learn, matplotlib/seaborn)
  • Moderate knowledge of SQL for data extraction and manipulation & preparation
  • Power BI development for report creation and dashboard design
  • Machine Learning expertise in supervised/unsupervised learning, time series forecasting, and deep learning
  • Statistical analysis including hypothesis testing, regression analysis, and experimental design
  • Cloud platforms experience with Azure ML, or similar cloud services
  • Working knowledge of Jupyter notebooks & implementation of statistical analysis and machine learning techniques within it

Experience & Education:

  • Ph.D. or Master's degree in Sciences, Statistics, Computer Science, Mathematics, Business, or related fields (Ph.D strongly preferred)
  • 3+ years hands-on experience in data projects involving machine learning; BI dashboard/report development, and data engineering
  • Previous experience with Power BI or Tableau for dashboard development is a must
  • Project management or project leadership experience managing end-to-end analytics initiatives is a must. 
  • Workforce planning or HR analytics experience strongly preferred
  • Experience with healthcare data preferred

  • Strong business acumen with ability to translate workforce challenges into analytical solutions
  • Excellent communication skills for presenting complex analytics to diverse audiences
  • Self-motivated with ability to work independently and manage multiple concurrent projects
  • Experience with Agile development methodologies and cross-functional team collaboration


Preferred Qualifications:

  • Healthcare industry experience particularly in home and community care
  • Supply chain and operations optimization experience
  • Advanced Power BI certifications (Data Analyst Associate or higher)
  • Azure certifications (Data Scientist Associate, AI Engineer Associate)
  • Workforce planning software experience (Workday, Salesforce, etc.)
